What is DBIDS?

DBIDS and your ID Card: DBIDS is a DOD Enterprise Access Control tool that scans DOD issued ID cards/credentials. It also produces a Base Pass ID, called a DBIDS card, for those without a DOD credential requiring base access. Installation commander(s) have the final word on who is or is not allowed on their base, but DBIDS is a DOD tool to assist them. For who remember DBIDS before 2019, DBIDS no longer requires you to "register" your DOD ID card with DBIDS, keep reading to learn why.

DBIDS & DEERS Share Data Via Synchronization

  Why do we no longer have to register our DOD ID cards in DBIDS?    With the DBIDS upgrade to version 5 in 2019 the process between DEERS and DBIDS is now automated and the two share data - all across the globe, via a data synchronization process. DOD ID card holders NO LONGER have to visit a DBIDS office to 'register' into DBIDS like the old days with DBIDS v3.1. Even if you have never visited Korea before, upon FIRST scan of your ID card at any gate, DBIDS will reach-back and 'find' your DEERS data, bring down what it needs for DBIDS to Korea.

How to Access Base if You Lost Your ID Card

If you lose your ID card, access the base to replace it by following these steps:

  • Go to a Visitor Center if you do not have another form of DOD ID card to use
  • The DBIDS operator will look you up in DBIDS using your SSN
  • The DBIDS operator 'may' ask to verify you with a second document, it depends on the installation
  • Upon verifying your identity and your access authorization, the DBIDS operator will create, and provide you with, a temporary pass to enter the gate.
  • Report to the Military Police/Security Police Desk Sgt to report your Lost ID. They will provide you a stamped memo
  • Proceed the DEERS/RAPIDS ID Card office with the memo. Ensure you have 2 forms of ID with you.

How to Access Dragon Hill Lodge if No Base Access ID

Visiting DOD Civilian Retirees, VA VHIC cardholder dependents and other non-DOD ID cardholders do not have access through military installation gates in Korea. If you wish to gain access to the Dragon Hill Lodge on USAG Yongsan, Seoul Korea, and fall into one the these categories, you must contact the Dragon Hill Lodge representative and process a Gate Memo>

Short-term (5-days)

Short-term unescorted Gate Memos are initiated by the Dragon Hill Lodge (DHL) after you have made a reservation. It is key to make a reservation first.  After you have made the reservation, contact the DHL. The memo request is processed through Pass&ID, the garrison commander for approval and signature and then back to the DHL ready for you when you arrive.

Long-term

Long-term base access is different in that a DBIDS Base Pass must be applied for. It too initiates with the DHL, so contact them after you have a reservation number. The DBIDS Base Pass requires a more lengthy process to complete and involves obtaining a sponsor and a completed Form 81E. The DHL staff will work all this. Bottom Line: make a reservation and contact DHL.

Base Access Privileges by Type of ID

Retired U.S. Military & Dependents (including Reserve)

BASE ACCESS: YES
Retirees of the U.S. Armed Services (living in Korea or just visiting) with a valid DoD ID card have unlimited base access to Korea installations. DBIDS will scan and read your ID card allowing access with no further documentation or actions needed on your part, because DBIDS is a global enterprise system.

VEHICLE REGISTRATION: YES
Retirees living in Korea are authorized to register one (1) vehicle for an on base decal. Read more about Non-SOFA Vehicle registration process.

VEHICLE REGISTRATION  BY DEPENDENT:  NO
Dependents are not allowed to register vehicles.

ESCORT AUTHORITY: YES
Retirees living or just visiting in Korea are authorized to Escort (sign-in) four (4) persons onto base for one-day passes, and one (1) vehicle. Most bases allow the retiree to escort their extended family members for up to four (4) consecutive days. If it's your first time in Korea stop by a PASS&ID office and make sure your DBIDS record authorization is properly updated to allow for escorts. Sometimes the DBIDS office must update your record to show the correct escort numbers.

DOD 100% Disabled American Veterans & Dependents

BASE ACCESS: YES
100% Disabled American Veterans (living in Korea or just visiting) with a valid DoD ID card have unlimited base access to Korea installations. DBIDS will scan and read your ID card allowing access with no further documentation or actions needed on your part, because DBIDS is a global enterprise system.

VEHICLE REGISTRATION: YES
DOD 100% Disabled American Veterans living in Korea are authorized to register one (1) vehicle for an on base decal. Read more about Non-SOFA Vehicle registration process.

Un-Remarried 20/20/20 Designated Beneficiaries (divorced spouse) (living in Korea or just visiting) with a valid DoD ID card have unlimited base access to Korea installations. DBIDS will scan and read your ID card allowing access with no further documentation or actions needed on your part, because DBIDS is a global enterprise system.

VEHICLE REGISTRATION: YES
Un-Remarried 20/20/20 Designated Beneficiaries (divorced spouse) are authorized to register one (1) vehicle on base and obtain a vehicle decal .

ESCORT AUTHORITY: YES
Un-Remarried 20/20/20 Designated Beneficiaries (divorced spouse) are authorized to Escort (sign-in) four (4) persons onto base for one-day passes, and one (1) vehicle.

VEHICLE REGISTRATION: YES
Un-Remarried Widow/Widowers are authorized to register one (1) vehicle on base and obtain a vehicle decal.

Civilian Retired (GS/NAF ect)

The DOD Civilian Retired ID program that produced an ID card from DEERS/RAPIDS was terminated in early 2023. The alternative in Korea is to be issued a DBIDS base pass card.

YES: IF LIVING in Korea and with a DBIDS Base Pass card. USFK Instructions only allow a DBIDS card to be issued to a civilian retiree "living" in Korea. A DBIDS card allows access to only ONE BASE, the base you obtain it from, so decide which base you want wisely.

 NO: IF VISITING Korea.  Civilian retirees just visiting Korea are not authorized a DBIDS Base Pass. You must be escorted on base by someone with escort authority. 

Caregivers

Family Members who are caregivers are authorized to apply for a DBIDS Base Access card. DBIDS is run and managed by the USFK Provost Marshall office, not DEERS/RAPIDS ID Card office, so Pass&ID offices control the policies and procedures for applying for a DBIDS Base Access card.  Base policies may apply as well, so check with your local Pass&ID office.

Non-family Member caregivers are no longer authorized DBIDS cards for base access or privilages.

VHIC - VA Disabled American Veteran

BASE ACCESS: YES. Non-retired DOD Disabled Veterans with a Veteran Health Identification Card (VHIC) from the VA have unlimited access to the base. Their dependents do not, since they are not issued a VHIC card, however you can apply for a DBIDS Base Access card at a Pass&ID Office using Form 81E. VHIC cardholders must register their VHIC ID Card in DBIDS with a Pass&ID office for base access.

VEHICLE REGISTRATION:  NO

ESCORT AUTHORITY:  NO. Not allowed to sign-in their own vehicle.

Vehicle Registration

Base registered vehicles are issued a barcoded sticker placed on the inside of the vehicles front window in the lower drivers side corner of the window. Details of registering NON-SOFA vehicles and receiving a barcoded DBIDS window decal for base access go to our Driving in Korea page.

Visitor Control Center Operations

Anyone who DOES NOT have DOD ID card, including a DBIDS card, is a Visitor.  Any visitor wishing to enter a USFK installation must be escorted by a DOD ID card holder who has Escort Authority.  If you wish to sponsor/escort a non-USFK individual, you can do so at gates with Visitor Control Centers (VCC).  Escort processes and procedures are controlled by each installations Pass & ID Access Control Office, with the largest on USAG Humphreys, Maude Hall, BLDG 6400, RM G101.  The USAG Humphreys Pass & ID Access Control Office office should be your first call/visit for visitor and escorting policy and procedures.  They can refer you to other installations as needed. The two most common way for individual visitors is the standard 96 Hour Guest Pass for short-term or with USFK Form 81-E for extended visits. Units that need an increased escort authority for an event can submit a memorandum to the Access Control Office for processing.

Escorting Visitors on Base

USFKI 5200.08 includes instructions and policies for escorting visitors on base, however, it is wise to ask the installation you may be escorting at to ensure you and your guest have all that is needed. Here are a few things to know about signing people on base:

  • Korean citizens need one photo ID to be escorted
  • Non-Korean personnel must present a valid passport, which includes retiree adult family members without a DOD ID card.
  • Some installations still use the card-swap process where the visitor must leave an ID at the Visitor Center. If the purpose of escorting is to visit a DEERS ID card office for an ID card, coordinate with the ID card office first to ensure the escorted person doesn't leave an ID at the visitor center that the DEERS ID card office needs.   • G-1 Visa holders are not accepted
